We could see this out in the water and couldn't figure out how to get there.  We saw a boat launch, so we waited.  A couple of young men came by with their boat, and when we asked them if they would take us out there,  they asked WHY we would want to go out to the SILO!  (but they were very nice, took us out there and were amazed that it was a lighthouse).
